Obtaining business license in Russia - the most frequently asked questions

Some types of business activity in Russia require a special permit - a license. This is an official document issued by an authorized body in electronic or paper form. If the entrepreneurial activity is licensed, individual entrepreneurs and LLCs are required to obtain a permit. Working without a license is a violation of the law, promising fines and other serious penalties.

When do you need to obtain a business license?

The license will be needed for enterprises that are engaged in:
  • pharmaceuticals
  • the sale of alcohol
  • private security activities
  • commercial transportation of passengers and luggage (taxi)
  • management of apartment buildings
These are the most common types of licensed activities in Russia.

Attention: for each business direction, a separate permit is required. For example, if a company sells both alcohol and medicines, you will have to issue 2 different licenses.

When is the license issued?

Only a registered business can obtain a license. Documents for registration can be submitted immediately after receiving the Certificate of state registration. You may need a license in the first weeks of doing business - do not delay this issue.

How to obtaian a license?

Step 1: payment of state duty
The standard license fee is 7,500 rubles (approximately $ 100)

Step 2: Prepare your application
For Limited Liability Companies (LLC), you will need to indicate and attach the following information:
  • Licensed type of activity
  • Institutional-legal form, company name (full and abbreviated);
  • Location and address where the activity will be carried out
  • Primary State Registration Number and the address of the Inspectorate of the Federal Tax Service that carried out the registration
  • Phone number and email of the company
  • TIN and data of the tax registratiocertificate 
  • Receipt of the state duty payment
  • Signature of the manager or person acting lawfully on behalf of the company, seal (if any).
For Sole proprietor (SP):
  • Licensed type of activity;
  • Full name of the entrepreneur, passport data
  • Place of residence and address where the activity will be carried out
  • Primary State Registration Number and the address of the Inspectorate of the Federal Tax Service that carried out the registration
  • Phone number and email
  • TIN and data of the certificate of tax registration
  • Receipt for the state duty payment 
  • SP signature and seal (if any).
Step 3: filing documents
Documents are submitted to the authorized federal or regional authorities (the specific body depends on the area in which you are going to conduct your business). You can file documents in person, by mail, in electronic form with an electronic signature, or through a representative by power of attorney.

Initial approval will take 3 days, during which time the licensing authority will accept the application or return it if the package of documents is incomplete. In case of a return, an electronic document or a letter will be sent, and within 30 days it will be necessary to eliminate the violations.

Step 4: obtaining a license
The decision to issue a license is made within 45 working days. You can get it in person, through a representative, by mail with notification or (if necessary) in electronic form.

Why can a license be refused?

The grounds for refusal to issue a license may be:
  • inconsistency of the company with licensing requirements
  • inaccurate information in documents
  • cancellation of a previously issued license for the same type of activity
You can appeal the decision to refuse in court or in the same authorized body.


In general, it is not so difficult to obtain a business license in Russia, however, foreign entrepreneurs may have difficulties in identifying the correct authorized body and preparing the documentation.
