The Government of the Russian Federation regulates the labor market and the number of foreign employees recruited. In recent years, the Russian Federation has pursued a policy of reducing the number of foreign citizens involved in work. Now the state's priority is the employment of Russians.
Nevertheless, attracting migrants to work in Russian companies is no longer a novelty. If the company requires foreign employees, it must obtain permission to hire them. Quotas are mainly issued to those enterprises that cannot find appropriate specialists among Russian citizens - for example, when work is carried out on foreign equipment using special technologies that Russian specialists are not familiar with.

What are the quotas and restrictions on the issuance of invitations and work permits in the Russian Federation in 2021?
In 2021, the quota for the employment of foreigners in Russia is 101,871 people. At the same time, the Government of the Russian Federation determines the priority sectors for employment:
- Over 31 thousand places were allocated for workers of mining enterprises (construction, installation and repair work)
- 17 thousand places for specialists of industrial enterprises
- 12 thousand jobs for workers in the metalworking and machine-building industries
Attention! These quotas do not apply to highly qualified professionals and their family members, as well as to foreigners holding a residence permit or temporary residence permit.
In addition, the Government annually sets the permissible share of foreign workers employed in various economic sectors. This indicator is determined taking into account the needs of the labor market and the need for priority employment of Russian citizens.
In 2021, restrictions on foreign labor in various sectors of the economy as a percentage of the total number of employees will be:
- in the field of growing vegetables - 50%;
- forestry and logging - 50%;
- wood processing, production of wood, cork and straw products, excluding furniture - 50%;
- construction - 80% (does not apply to the Republic of Buryatia, the Amur Region and Moscow, in Dagestan the quota is 50%),
- wholesale trade in raw wood and unprocessed timber - 50%;
- wholesale trade in sawn timber - 50%;
- retail trade in alcohol and tobacco - 15% each;
- retail trade of medicines - 0%;
- activities of other land passenger and road transport - 24%;
- property management for a fee or under a contract - 70%;
- maintenance of buildings and territories - 70%;
- other sports activities - 25%.
Employers whose number of foreign workers exceeds the established quotas are required to lay off the extra employees.
Important! Failure to comply with this requirement provides for administrative liability. The fine for citizens is from 2 to 4 thousand rubles, for officials - from 45 to 50 thousand rubles, for organizations - from 800 thousand to 1 million rubles or suspension of activities for a period of 14 to 90 days.
