A temporary residence permit (RVP) in Russia is issued by the Ministry of Internal Affairs of the Russian Federation (formerly the Federal Migration Service of the Russian Federation) or, more precisely, by its regional and local offices. To date, obtaining a RVP in the Russian Federation can be realized through the quota system or without it. RVP is a stamp confirming the temporary residence legality of a foreign citizen in the Russian Federation.
Receiving a RVP on a quota
According to the decree of the Government of the Russian Federation, foreign citizens are annually provided with quotas for temporary residence permit in the Russian Federation with distribution by constituent entities of the Russian Federation. Consequently, each region is legally entitled to issue the permissible number of RVPs per year.
Receiving a RVP without a quota is possible if:
- the applicant was born in the territory of the former USSR, or once had the citizenship of the USSR, or was born in the territory of the Russian Federation

the applicant has a husband or wife who is a citizen of the Russian Federation

the applicant has made investments in the Russian Federation
-
the applicant is a military man
-
the applicant has a child who has not yet reached the age of majority, who is a citizen of the Russian Federation

if the applicants' parents (pensioners) are citizens of the Russian Federation
-
Other cases according to the federal law of the Russian Federation
There are some reasons why you won't be able to obtain a RVP in Russia:
- Providing forged documents or false data

Drug addiction, dangerous infectious diseases

There was a fact of expulsion, deportation or readmission from the country

A conviction for grave or especially grave crimes

The presence of an outstanding or unexpunged conviction for grave or especially grave crimes

Security threats to citizens of the Russian Federation or the country as a whole

Support for terrorist activities
From the moment of receiving a RVP, foreign citizens have a number of obligations and privileges, including:
- the right to stay in the Russian Federation for up to three years without leaving

the right to work without obtaining a work permit

obligation to leave the Russian Federation at least once every six months

foreign citizens whose entry into Russia is regulated by the visa system can obtain a multiple-entry visa
* The term for an applicaton consideration for citizens from abroad is six months, for an application from the CIS countries is three months. RVP is issued for up to three years.
