Obtaining a temporary residence permit (RVP) in Russia - what documents are needed?

If you are applying within a quota:

1. Application for a RVP in duplicate
It can be printed out in advance or taken from the Ministry of Internal Affairs. Be sure to check if this is the current version of the form - they change often. The application can be completed by hand in legible block letters without blots or typed on a computer.

Filling out an application is a quest that can put a foreigner in a difficult position. To save time and not rewrite the application over and over again, until all errors are eliminated, entrust this process to specialists who know all the features of filling out an application.

2. An international passport, which will not expire while your application is being considered.

3. Migration card - a document that foreigners fill out when crossing the Russian border. It reflects basic information about a person, passport and visa number, purpose of the visit, duration of stay in Russia.

4. Notification of registration as a migrant
Within 7 working days after entering Russia, a foreigner must register as a migrant at the place of stay.

5. Certificate of no criminal record with a notarized translation
Children over 14 years must also present the document. The certificate is not needed for foreigners who entered Russia without a visa. For example, residents of Belarus, Azerbaijan, Armenia, Ukraine, Tajikistan, Kyrgyzstan, Kazakhstan.

6. Receipt of state duty payment
It is 1600 rubles. Requisites can be obtained at the Internal Affair's Department, in which you submit documents, on the official website or on gosuslugi portal. You can pay at any bank. When paying through gosuslugi portal, the state duty is 30% lower.

7. Photographs in color or black and white, 35 × 45 mm, without retouching, 4 pcs.

8. Certificate of knowledge of the Russian language, history and law.
The certificate is given for passing a special exam at an accredited educational institution.

No certificate needed for:
  • Children under 18 years old.
  • Women over 60, men over 65.
  • Participants of the state program for the voluntary resettlement of compatriots.
  • Foreigners who have received full school or full-time higher education in Russia or the USSR.
  • Citizens of Belarus.

Additional documents for applying out of quota:

Depending on the situation, in addition to the above documents, it will be necessary to provide:
  • Spouse of a Russian citizen - marriage certificate and passport of the spouse - a citizen of the Russian Federation.
  • Born in the RSFSR and previously held the citizenship of the USSR - a birth certificate issued on the territory of the RSFSR or the Russian Federation. If there is no certificate, then the USSR passport of the 1974 model with a birth record in the RSFSR.
  • Soldier - military service contract.
  • Foreigners whose parents or children are Russian citizens permanently residing in the country - a birth certificate of the child or parents.
  • A highly qualified specialist and specialist who has worked for six months in Russia - one of the documents: an employment contract with a Russian employer, a work book or information about labor activity in the STD-R form.
  • Foreigners with citizenship of countries that were part of the USSR, who graduated from a Russian university - a diploma.
  • Disabled person - Applicant's disability documents, such as a certificate of disability or pension certificate
  • Participant of the state program for the voluntary resettlement of compatriots - a certificate of a participant in the state program.
All documents in a foreign language must be translated into Russian and certified by a notary. In some cases, you will need to provide their consular legalization (apostille).
