Most goods released into circulation in the Russian Federation and other member states of the Eurasian Economic Union: Belarus, Kazakhstan, Kyrgyzstan and Armenia fall under the technical regulations of the Eurasian Economic Union (Customs Union). Technical regulations establish mandatory product safety requirements for product development (design), manufacturing, installation, commissioning, operation, storage, transportation, sale and disposal. Products falling under one or another technical regulation (TR CU, TR EAEU) must undergo a conformity assessment procedure with the issuance of a certifying document: a certificate of conformity or declaration of conformity. The conformity assessment procedure includes an analysis of supporting documentation, testing of product samples in a testing laboratory, and, in the case of serial production in the form of certification, an analysis of the state of production.
In accordance with the legislation of the Eurasian Economic Union (hereinafter, the EEU), products must be accompanied by a certificate of conformity or declaration of conformity with the technical regulations that apply to them. Without certificates of conformity or declarations of conformity, goods cannot be cleared for import and cannot be sold in the EEU countries.
As stated in the Treaty on the Eurasian Economic Union, only accredited certification bodies may assess the conformity of products and issue certificates of conformity. At the same time, certification bodies receive their accreditation from the state services of the EAEU member states. Upon accreditation the certification body receives an individual record number in the register of accredited persons of the EAEU.
It is worth noting that the Technical Regulations of the Eurasian Economic Union (Customs Union) contain requirements not only for products, but also for the accompanying technical documentation: data sheets, operating manuals, safety justifications and strength calculations. A set of technical documentation in Russian must be attached to the products at the time of certification or declaration. Furthermore, products shall be accompanied by the required set of technical documentation when they are sold, handed over to the end-user and when they are subsequently used.
