Chinese pertners of RAUIE often ask the question: "Is it time to invest in Russia and Russian projects?". In response to this, we want to answer with a Chinese proverb: “the best time to plant a tree is 20 years ago. The next best time is today. ”
Investing in Russia is often associated with great risk: the risk of Western sanctions, the risk of Russian ruble exchange rate volatilities, the risk of violation of investor's rights. But is this so, because China’s investment in Russia over the past 10 years has amounted to about $40 billion.
At present, the Russian economy has adapted to Western sanctions. Over the past three years, the Russian ruble has been stably in the range of 8-10 rubles per yuan, GDP growth is 2.3% at the end of 2018, and inflation is 4.3%, also large-scale government programs for the development of infrastructure and the development of the digital economy were introduced.
The investment climate has improved over the past 10 years. Russia took 31st place in the World Bank Doing Business ranking (for comparison, in 2011 - 124th place). In 2018, Russia took the second place in the ranking of emerging economies according to the Bloomberg agency, overtaking even China.
Also, Russia is actively developing industrial parks and special economic zones with the provision of tax benefits, subsidies and other preferences for foreign investors.
Investing in Russia is better with a reliable partner. Rosneft and Novatek became such partners for CNPC, and Sibur and Novatek for Sinopec. In these projects, the Russian partners were able to provide guarantees for the Chinese investors and opportunities for the implementation of large projects.
In small and medium-sized projects,
guarantees of state support, guarantees of products sales, guarantees of inclusion in state programs are also important.
