On September 18, in the conference hall of the Asia-Pacific Bank, with the assistance of the RAUIE, a meeting of the bank executives with the leadership of the Institute for Spatial Planning of the Academy of Macroeconomic Research under the State Committee for Reform and Development took place.
The meeting was attended by
Maxim Kuznetsov — Vice President of the RAUIE,
Maria Rozbitskaya — Head of the International Relations Department, APB Bank.
Gao Goli — director of the Institute for Spatial Planning and Regional Economics of the National Development and Reform Commission of the PRC,
Liu Qiang — deputy director of the Market Institute he National Development and Reform Commission of the PRC,
Yuan Zhu — director of the department of the Institute for Spatial Planning and Regional Economics.
The parties considered the possibility of signing a memorandum of informational cooperation between the financial and banking sectors of Russia and China, and also reached agreements on cooperation within the economic corridor China-Mongolia-Russia.
Maria Rozbitskaya spoke about the projects implemented by APB in the Far Eastern region of Russia and in China, and about close ties with Chinese partners.
“We have already cooperated with China Packaging Union Guangzhou, and other large Chinese companies, would also like to receive offers from the Chinese side on cooperation. APB is a member of the Russian-Chinese subcommittee on cooperation in the financial sector, which also includes the Bank of China and the Central Bank of the Russian Federation. Now we are actively cooperating with banks in the northern provinces of China — they have the strongest interest in cooperating with Russia. At the moment, there is a question of interaction with banks of the eastern provinces, which in terms of volume and structure of business are similar to our bank, but so far we do not see much interest on their part, ” noted
Maria Rozbitskaya.
Maxim Kuznetsov also spoke about the activities of the RAUIE, in particular in the banking sector:
“We conducted a study commissioned by the China Development Bank, and we have positive experience in cooperation in the financial and banking sector with PRC. Now there is a high growth in Russian-Chinese relations, trade between countries is over $ 100 billion, there is a goal to increase to 200 billion, trade for the first half of 2019 increased by 4%, due to the implementation of the “One Belt and One Way” project. Due to the policy of the Central Bank of the Russian Federation decreases inflation and the level of rates in the economy, the economic situation improves, which creates the preconditions for increasing financial transactions. At a meeting between Dmitry Medvedev and Li Keqiang, agreements were reached on lifting restrictions for small and medium-sized businesses. A platform for cross-border electronic commerce has been launched since 2018” said
Maxim Kuznetsov.
Gao Goli spoke about the National Development and Reform Commission of the PRC and, following the meeting, formed a proposal for cooperation:
“The committee has existed for many years, there are 10 units under our institute that deal with macroeconomic analysis. Foreign exchange transactions are also in our field of view, and it is necessary for our enterprises planning — this relates to the interaction of China and Russia in the field of finance” said
Mr. Gao.
The meeting resulted in the determination of cooperation areas between the Russian bank and the Chinese think tank on an ongoing basis, the parties also consider signing a memorandum in the framework of information cooperation. APB also noted as its goal the increase of counterparties in China, the strengthening of interaction with Chinese commercial banks, the development of relations with Chinese partners in the field of foreign exchange and credit cooperation. Mr. Gao noted that the Academy of Macroeconomic Research has a large division in the banking sector and they are ready to share the necessary contacts and information for establishing a strategic partnership.
