The event aimed to further deepen cooperation between China and Russia in the field of economy, trade, investments, and other areas, facilitating interactive exchanges between companies from both sides, and exploring additional opportunities for cooperation.
The meeting began with a welcoming speech from Chairman Yan Changren, who noted the long history of friendly relations between Heilongjiang Province and the Arkhangelsk Region of Russia, providing a solid foundation for further cooperation. The main goal of the negotiations was to create an effective communication platform and promote the growth of mutually beneficial partnerships between companies from both countries. He also expressed hope that more Russian companies would be attracted to the Heilongjiang New Economic Industrial Park for partnership discussions.
Heilongjiang is a province in northeastern China, formerly part of the historical region of Manchuria. Established in 1954, it has a population of 31,850,088 as of November 1, 2020, and covers an area of 454,800 km². It is located in the northeast of China.
The delegation from the Arkhangelsk Region then discussed their national investment policy and presented key regional projects. They highlighted the region's rich natural resources, excellent geographical location, and importance as an economic center in northern Russia. They expressed a wish that more companies from Heilongjiang and Ningbo would be attracted to invest in business and contribute to regional economic development.
Deputy Director Yu Jin praised Ningbo as an important port city and economic center in China, with a solid industrial base and broad market prospects. He thanked the Ningbo Chamber of Commerce in Heilongjiang Province for creating a platform to facilitate business development and interactions with the Russian market. He expressed hope for deeper cooperation between the two countries in various fields, emphasizing that joint efforts in Sino-Russian cooperation will lead to a brighter future.

Several companies from Ningbo engaged in in-depth discussions with representatives from the Arkhangelsk Region, exploring opportunities for cooperation in trade, investments, technology, culture, and other areas.
Ningbo is a city of sub-provincial status in the northeastern part of Zhejiang Province in China. It is one of the world's largest ports and a significant industrial, commercial, financial, and logistical center in Eastern China. With a population of 9,618,000 in 2022 and an area of 981,623 km².
The successful conduct of this investment promotion conference not only created an effective communication platform for Chinese and Russian businesses but also gave a new impetus to deepen economic and trade cooperation between the two countries, fostering regional economic prosperity.
An important outcome of the negotiations was the Russian side's decision to establish its working group in the Heilongjiang New Economic Industrial Park. This new platform will undoubtedly open up broader prospects for future cooperation between the two sides.
The delegation of entrepreneurs from the Arkhangelsk region also visited the Harbin Comprehensive Bonded Zone, the largest grouping of bonded warehouses in Heilongjiang province, where non-customs-cleared goods can be stored.
- The zone is home to customs clearance areas, logistics services, and production processing facilities.
- Residents of the complex can enjoy a range of privileges, including reduced tax burdens, free office and warehouse rentals, and government subsidies.
- Among the residents of the bonded zone are manufacturers of agricultural machinery, automobiles, unmanned aerial vehicles, musical instruments, and light industrial goods.
